VIRGIN RIVER PROPERTY MANAGEMENT
Rental Criteria & Application Requirements
Clear and consistent qualification standards for prospective residents applying for homes managed by Virgin River Property Management.
Last Updated: September 22, 2026
Virgin River Property Management (“VPM”) uses written rental qualification standards intended to provide applicants with a clear, consistent, and fair application process.
The criteria below describe VPM’s general screening standards. Individual rental properties may have additional lawful requirements, pet policies, deposits, fees, occupancy limitations, or other property-specific terms that will be disclosed before an applicant is required to make an application-related payment.
Before You Apply
Before accepting an application fee or other payment, Virgin River Property Management will provide applicable property-specific information, including the scheduled availability date, rental charges, applicable fixed and variable charges, and the material criteria used to evaluate rental eligibility.
Applicants should review all property-specific information carefully before submitting an application or paying an application-related fee.
Who Must Apply?
Each adult age 18 or older who will occupy the rental property is generally required to complete the applicable rental application unless a lawful exception applies.
An application is considered complete only after VPM has received the required application information, identity verification, income documentation, housing-history information, authorizations, and applicable fees.
Income & Affordability Requirements
Virgin River Property Management considers lawful and verifiable household income and financial resources when evaluating an applicant’s ability to meet the rental obligation.
- Standard qualification: Verified gross household income of at least 3.0 times the monthly rent.
- Conditional review: Verified gross household income between 2.5 and 2.99 times the monthly rent.
- Does not meet the standard: Verified income below 2.5 times the monthly rent unless an approved guarantor or another documented lawful means of satisfying the rental obligation is available.
VPM considers lawful and verifiable sources of income, which may include employment income, self-employment income, retirement or pension income, Social Security or disability income, investment income, child support or maintenance actually received, and other lawful recurring income.
Verified rental assistance, vouchers, rent supplements, and other lawful sources of rental assistance will also be considered. Virgin River Property Management does not discriminate based on the lawful source of an applicant’s income.
Utah fair housing law protects applicants from housing discrimination based on source of income, along with other protected characteristics.
Credit Requirements
Credit history is one factor considered during the application process.
- Standard qualification: Credit score of 650 or higher with no material unresolved housing-related debt.
- Conditional review: Credit score of 620–649, no established credit history, or isolated non-housing derogatory credit.
- Does not meet the standard: Credit score below 620, subject to review of report accuracy and any other review required by applicable law.
An applicant with limited or no established credit is not automatically denied solely because a credit history has not been established.
Collections & Housing-Related Debt
Housing-related debt, repeated delinquency, and unresolved balances owed to prior landlords or property managers may receive greater consideration than isolated non-housing debt.
A verified unpaid balance owed to a previous landlord or property manager may prevent qualification unless the balance is subject to a bona fide dispute or other documented circumstances requiring review.
Medical debt and student loan debt are not treated as automatic grounds for denial.
Rental Payment History
When verifiable rental history is available, VPM may review rent-payment performance during the previous 24 months.
- Standard qualification: Zero or one verified late-rent or returned-payment/NSF event.
- Conditional review: Two verified late-rent or returned-payment/NSF events.
- Does not meet the standard: Three or more verified late-rent or returned-payment/NSF events or a material pattern of repeated nonpayment.
Rental History
VPM may verify rental history for up to the previous 24 months when such history exists.
Information considered may include:
- Payment history
- Compliance with material lease obligations
- Verified property damage beyond ordinary wear and tear
- Outstanding landlord or property-management balances
- Prior landlord or property-management references
First-time renters and applicants with less than 24 months of rental history are not automatically denied solely because they have limited rental history.
Eviction Records
An eviction filing alone is not treated the same as a final eviction judgment.
When applicable and legally permissible, VPM may consider reliable eviction-related information together with circumstances such as the outcome of the case, reason for the judgment, recency, unpaid housing debt, subsequent rental history, and other relevant information.
Applicants may notify VPM if screening information is inaccurate, belongs to another individual, has been sealed or expunged, or otherwise requires correction or clarification.
Criminal Background Screening
Virgin River Property Management does not use a blanket “any felony equals denial” policy.
Arrest records alone are not treated as proof that criminal conduct occurred.
When reliable conviction information is potentially relevant to a rental decision, VPM may consider factors such as:
- The nature and severity of the conduct
- The amount of time that has passed
- The relationship of the conduct to resident or property safety
- Subsequent conduct
- Reliable mitigating or rehabilitation information
Utah permits housing providers to consider criminal history when the criteria are applied consistently without discrimination based on protected characteristics.
Identity & Application Accuracy
Applicants may be required to provide government-issued identification and other information necessary to verify identity.
All material information provided in an application must be complete and accurate.
Materially false, forged, fraudulent, or intentionally misleading information that cannot be satisfactorily resolved may result in the application not meeting VPM’s qualification standards.
Conditional Approval
An applicant who narrowly misses one or more standard qualification criteria may qualify for conditional review when permitted by law and VPM’s written screening policy.
Possible conditional approval options may include an approved guarantor or another standardized and lawful condition disclosed to the applicant.
Proposed Guarantor Standard
- Verified gross income of at least 4.0 times the monthly rent
- Credit score of at least 700
- Satisfactory identity verification and applicable consumer-report review
A guarantor does not guarantee approval and must satisfy VPM’s applicable guarantor requirements.
Pets
Pet policies vary by property.
Rental listings or application materials may disclose applicable pet restrictions, pet deposits, pet rent, pet screening requirements, or other lawful property-specific requirements.
Assistance Animals
Assistance animals are not treated as ordinary pets when fair housing requirements apply.
Pet deposits, pet rent, breed restrictions, size restrictions, and ordinary pet policies are not applied to a qualifying assistance animal as though the animal were a pet.
Requests involving assistance animals are handled through the reasonable accommodation process. Utah’s Fair Housing Unit specifically advises that assistance animals are not pets and that ordinary pet deposits and restrictions should not be applied to qualifying assistance animals.
For more information, review our Fair Housing & Equal Housing Opportunity page.
Occupancy
Occupancy requirements are based on the property’s size and configuration and applicable health, safety, building, and fair housing requirements.
VPM generally uses an occupancy guideline no more restrictive than two persons per bedroom, subject to legitimate property-specific factors and reasonable accommodation requirements.
Application Processing Order
Applications become eligible for processing once all required information and documentation have been received and the application is complete.
VPM generally processes complete applications in the order in which they become complete.
When multiple completed applications exist, the same written qualification standards are applied consistently. VPM may give priority to the first completed applicant or household that satisfies the published criteria.
Submitting an application does not reserve a property or guarantee approval.
Application Decisions
An application may result in one of the following:
- Approved: The applicant satisfies the applicable material qualification standards.
- Conditionally Approved: One or more conditional-review standards apply and a standardized lawful condition may permit approval.
- Pending / More Information Required: Additional documentation or clarification is necessary before a decision can be made.
- Not Approved: The applicant does not satisfy one or more material qualification standards after applicable review.
Consumer Reports & Applicant Rights
Virgin River Property Management may obtain tenant-screening reports that include credit history, rental history, eviction information, criminal-history information, or other information permitted for residential tenant screening.
If information in a consumer report contributes in whole or in part to a denial, requirement for a guarantor, larger deposit, or another less favorable rental condition, VPM will provide the applicable adverse-action notice required by the federal Fair Credit Reporting Act.
The Federal Trade Commission identifies denial, requiring a co-signer, and requiring a larger deposit as examples of adverse actions when they are based partly or completely on information in a consumer report.
Fair Housing & Equal Opportunity
Virgin River Property Management applies its rental criteria without regard to race, color, religion, sex, national origin, familial status, disability, source of income, sexual orientation, gender identity, or any other characteristic protected by applicable law.
Qualification criteria are intended to be applied consistently to applicants for the same property.

Property-Specific Costs & Disclosures
Before VPM accepts an application fee or other application-related payment, applicants will receive applicable property-specific disclosures that may include:
- Base monthly rent
- Good-faith estimate of fixed non-rent charges
- Types of use-based or variable charges
- Application fee
- Standard security deposit
- Other required upfront amounts
- Scheduled property availability date
- Material screening criteria
- Applicable requirements and procedures concerning money paid during the application process
Utah law requires specified written disclosures concerning costs, availability, screening criteria, and the process for recovering certain payments before an owner accepts an application-related payment.
